Azir Summoners Rift Beta Fountain Turret

Hello, I'm not sure if this has been posted before or this is even really the right place to post this so please forgive me if it isn't. I noticed that Azir on the new summoners rift can place his passive turret at the blue side fountain and it regenerates health permanently and he cannot place any more turrets for the rest of the game. I am not sure if it's the same for red side fountain also pic included.
