Health potions can be activated even when you are at 100% of health
When in game and I accidentaly pressed on health potions going to lane while having 100% health, I could use it. Same thing with Refillable Potion and Corrupting Potion.

this is not a bug.
especially with corrupting potion you might want to activate it even at full health for the extra damage.
as far as regular potions go, it often makes sense to activate them before an all-in fight. dont underestimate the few extra hp youre regaining throughout the trade.
