Ezreal q Dosnt proc Rylai's Crystal Scepter
Noticed it by ezreal q does not proc this item and was wondering why not if it dosnt say it should not anywhere?? or if its a bug

It's not a bug. His q is counted as an AA.
Ezreal's Q is an ability that acts like an auto attack in that in procs on hit effects, and any ability that procs on hit effects will not proc spell effects.
