Mordekaiser W on Poro King
While attempting to play Mordekaiser in the Poro King game mode (because I have been really enjoying him on rift lately) I found that I could not target my w at all. It simply got cast to the nearest ally.

same with jenna's shield. It's intentional. balancing issue.
Just played a game as Janna, and I can target who my shield goes on with her, so not sure what you are talking about Newbin
