Ludens Echo Bugged With Certain Champs[GAMEPLAY]

I was just messing around in some customs game and noticed champs with toggles will double stack ludens with any other spell such as Mumu and Singed but I don't know if this was intentional or not to compensate the fact that they don't have a extra spell to activate the stack. Another thing that seems to be bugged with ludens is also the fact that pantheons e stacks 2 stacks on use and ww has both the e toggle and a double stacking r.

Though I know that this item is not a viable build for these champions the problem isn't the build or champion but rather the way the item is stacking it's passive.
