I was having this same problem. The issue was with a file called "stub.dll" located in C:\Riot Games\League of Legends\League of Legends\Game. My antivirus software (Sophos) classified it as a virus/spyware and kept deleting the file. I noticed that once I re-opened the client it appeared to be downloading something as shown by the progress bar. This was the client re-downloading the "stub.dll" file, and every time I tried to play a new game after that Sophos deleted the file again.

If you have Sophos you can check the anti-virus logs to see that it really is deleting the file. I fixed the issue by adding an exception to Sophos's anti-virus scanning telling it to ignore "stub.dll". If you don't have Sophos it's likely you're using a different anti-virus software that's doing the same thing, so try looking in the logs. If you see similar behavior, try adding an exception for the file.
