Game Freezing During Loading Screen

Randomly the loading screen will freeze while loading a match, the loading symbol and % stops completely. It was happening a few times a week, then stopped for several days, then started up again. It's normally only ever one game a day, but I have had certain days where it will happen at the start of a few games. I can not alt tab, or press the windows key to access the toolbar. I can use control alt delete and click on task manager but I can not access it because the screen will stay frozen on the loading screen. Every time I have been forced to manually restart the computer.

Once the computer is fully restarted and League is back open and I reconnect to the game it takes about 5-10 minutes to load into the game. It always hits 4% (for a couple minutes), then 6% (for another couple minutes), then 8%, and then will load in. I normally end up joining the match about 8-10 minutes in.

My wife and I play on the same wifi in the same room and she never experiences issues. I am running Windows 10 - 64 bit (she uses a Mac). I have been playing League on this computer with this same internet for about 2 years and never experienced issues until the past few weeks/month.

I have updated all my drivers and made sure there are firewall exceptions for League of Legends, I have also tried all the fixes on the League crash troubleshooting page, nothing has fixed the issue.
