[GamePlay] iblitzcrank "e" animation has a delay

hi riot there is a delay with the "e" only in iblitzcrank skin when u press "e" the u hit a champ u see the animation but nothing happend and after a sec the champ get a knockup. in the other skins when he does the animation while he get a knockup. its a delay lees then a second and its messes with my mind
