FPS/Resolution bug

so when I got on there was a small update, and I went in my first ranked game and I had 10 FPS. this never happened before on this laptop. I tried to lower the video settings but nothing worked. I noticed that my resolution was set to my max but not my current screen resolution (current is 1280x720 max 1366x768) And I couldn't change it. after I lost the match I restarted my laptop and started up an AI game, and I had the same problem, but this time I could set my resolution and setting it 1280x720 fixed the FPS issue.

I'm going to try another ranked game and update this thread with what ever information I think is relevant.
