Kass W active never procs [GAMEPLAY]

So I went into a game with some friends intending to jungle Kassadin and after taking the red buff as a start I could activate the W but the skill would never trigger, I tried it on Monsters, Minions, and Champions and the active damage never appeared. Kassadin's blade would remain in the "charged" state and continue to use the unique attack animation.
