Rune pages not working and saying I'm not level 8 yet

My rune pages seem to keep disappearing. It's highly annoying as I would often have to keep recreating them and/or changing one of my current pages in champion select, which is usually really frantic and rushed.

This usually happens to my support pages, in which I use sorcery and inspiration. This has occurred at least four times in three days. It seems to be whenever I log in something is missing from my runes.

Another huge problem for me is that it says I'm not level 8 so I can't pick the correct rune page in champion select. Also, one of my paths are locked until I'm level 17. The problem is... I'm level 33...

Please try to fix this problem.
