Zac's E

Im a really big Zac player and when I play Zac, its cuz his E is sooooo fun. But I was noticing in my games normal or ranked that whenever I used e and cancelled it never gave me back my half cd. It also is suppose to give back half hp which I assume isn't happening but hp regen too high to check.
