No champions in champ select and unable to add bots for Practice tool and custom game.

Champ select has no champions to select, and bots can't be added. This problem is only in practice tool and custom games. I reseted the game multiple times, uninstalled, deleted leftover riot folders, reinstalled multiple times and restarted my computer. Nothing worked, this problem is only specific to my computer, I had my friend log on to my account from his computer and everything works fine. Also I can't use the report button on my client.
