So we thought that originally Lux was missing her Q skillshot but this happened every single time. When using Lux's Q on a burrowed Rek'sai, Rek'sai is completely unaffected, almost like the skill was going over Rek'sai. Maybe it's because we can't read abilites but nothing of Rek'sai's abilites state that being burrowed makes you untargetable.
i don't think she immune to skill shots, i remember seeing a morgana bind a rek'sai who was burrowed a few matches ago so i guess this only affects lux's q. try going into a custom to see if it has the same effect with her and other cc skill shot like zyra.
We've gone about 3-4 games now and it seems for sure that Lux's Q is not interacting at all with burrowed Rek'sai. I've also seen other roots work on burrowed Rek'sai but haven't tried out any others personally myself.
