I was playing like solo duo and it was the last fight near the baron nashor i was overfed Katarina it was an easy pentakill to end but then i jumped that wall exactly and i got no CDR Reset with E so i lost the game cause of that bug

Did you cast it on a ward or other lurking object by accident? If so, not a bug, but it should be changed to prioritize daggers.

It's not a bug, it's just how blinks work. If you would blink even a single pixel beyond halfway through the terrain, you get put on the other side. That's how Kat manages to get over walls. That also happens to put her outside the dagger's pickup range.

You don't cast your E on a target/dagger; you cast your E on an area around a target/dagger
