[CLIENT] 0 key fragments
i have won 40 games so far and got exactly 0 key fragments, still on honor lvl 2, so something is bugged here! Thou i randomly got some key fragmetns when i log into client????

You receive them randomly while browsing the client or when you log in, rather than after a win now. Just play regularly and they'll come around occasionally, unless you get punished enough to lose Hextech Loot rewards.
I've played so many games and i have no chests yet tons of key's.... Also riot just gave me 2 key fragments for sportsmen like conduct or whatever its called
