Intended for Shen to be unable to use ultimate during Nocturne's ultimate, even when using portrait?

I don't see how this could possibly be intended, but if it is then I guess that's just how it has to be. I feels like an extreme oversite to completely nullify Shen's ultimate based upon Nocturne's ultimate duration. I feel like Shen should at least be able to ** portrait cast** his ultimate to protect his team like he is suppsoed to do, instead of waiting for the darkness to end, only to see the carry already dead.

Because darkness travels so fast, the ninja has never caught onto it.

Shen needs vision on his target to be able to ultimate them. Anything that removes vision prevents his ult.

I believe that this is the case, Nocturne can make Shen mostly useless while he's split pushing. However it is possible for Shen to ult during an enemy nocturne ult while being on the other side of the map from any allies. If Shen has a Banshee's Veil that is active Nocturne's ult will consume the Banshee's Veil and Shen will have full vision of all allies on the Map.
