Ekko can still use E while snared {GAMEPLAY}

Ekko can still use the second part of his to blink towards a target that is in range.

1. Use the tumble on Ekko's e
2. Land a snare on Ekko
3. Attack a target I am not sure if this was intended or not but just making sure
