I have palyed game against Malzahar whit "Cleans" (Summoner spell) and doesnt work against his spells ( lika a Ulti and dot spell)

Cleanse doesn't work on suppressions, this isn't anything new.

It will clear the CC, but the DOTs will still hurt you.

Correct, it only removes CC (slows, roots, stuns and the like), not all effects.
