Please give me an explanation.
Tell me what your observation indicate.

Alright we are back at this again i guess.
Basically what determines if a skillshot hits or not is only a question of if the skillshots hitbox connects with the targeted champions hitbox.
These hitboxes are basically shapes on the ground, like circles, squares and other things that move along the ground rather than the air.
Now Ashe´s R moves pretty slowly so it has a fat arse of what feels like a more rectangle shaped hitbox rather than a large needle, and its large champion sized, and most champs have a circle for their hitbox.
Thus i can easily deduce that, the circle on the ground around your champ, karma, connected with the fat circle/rectangle around the arrow even if just barely.
I support this theory with the same idea of Vayne being just about as close to you as that arrows was, likely both your hitboxes would be very close or even overlap so a shot in the middle would hit both provided neither moves, so basically if the arrow is as close to you as the vayne is then its over.
This is a thing due to programming, and it kinda has to be that way because if the arrow is made smaller it either has to do more damage, be faster or stun for a longer time.
But i do agree that the visual of the arrow is bad and should be made bigger to more accurately represent it to avoid confusion........but a shitton of abilities are like this and i rarely see complains about them except the thresh/blitz hooks.
Not going to lie, it appears to have missed, but I also am aware that the hitbox for Ashe arrow is in the tail, not the tip, so I avoid it at all costs.
obviously outplayed lol
