spectator bug patch 5.23 [updated]

So just like 7 minutes a ago i tried to spectate a friends game and it wouldn't let me. So i restarted the client thinking "Oh probably just something with the client". The problem persisted. any suggestions?

Also bugged minons literally a minion just standing in middle of lane not moving and one that chased me all the way back to my own tower there was 5 of my minons on it lol
