[GAMEPLAY] Fiora - Vitals no longer proc Thunderlord's Decree

Fiora's passive used to proc Thunderlord's Decree and now it doesn't. What I mean is that (an example) combo: Q + Vital + AA used to activate Thunderlord's. Now the mastery 'ignores' Vitals and the combo above has to be like this: Q ( + Vital ) + AA + AA.

I tested it on skins: classic, Headmistress Fiora and PROJECT Fiora (with pinky frame if that makes a difference). On each of them the bug occurs. Items doesn't cause this.
