Thresh can't use the stacks on Relic Shield/FOTM
It won't work for me. The basic attack minion execution/ally heal won't trigger when i play Thresh. Anyone else having this problem?

Only melee attacks trigger the execute damage, and Thresh is ranged. You have to last hit normally, but it will still proc the heal/gold if you do.
Use your E charged damage to help last hit.
UNIQUE Passive - Spoils of War: Melee basic attacks execute minions below 200 Health. Killing a minion heals the owner and the nearest allied champion for 40 Health and grants them kill Gold.
