summoner spells bug / cleanse and exhaust

I saw a couple of threads on the same topic but it's really annoying when you queue up for a game and your spells are CLEANSE and EXHAUST by default.I tried reinstalling the game and repairing but that changed nothing. I'm sure that a lot of people have the same problem as me. Please riot try to fix this!
