Whenever I play as Thresh as support I purchase relic shield at the very start and then during the game I try to execute minions "below 200 health" but they don't get killed below that unless I get the very last hit on the minions making it kind of hard to use the item effectively.
That's normal. Relic shield only executes minions below 200 health if the attack is melee. IE Braum/Alistar/Leona etc.
Thresh is a ranged champion, so the Execute will not apply for his auto attacks.
It'll work for Supports like Leona, Braum, Taric, etc.

I actually had the same idea of this when I was trying out Thresh the other day until I realized that it says for melee attacks. BUT It seems that relic shield DOES work if the minions have very little health left (about as much left as it would take to last hit them).
use your flays passive to kill the minions because as everyone said, thresh is ranged and the 200 execute wont work.
