Whenever I play Thresh, and I know this happens to others too, relic shield wont activate and deal extra true damage to minions. This can be really annoying when trying to share minions such as cannons and i have been forced to substitute with ancient coin. I am not sure which patch this occurred in but I think it was around 5.10, and it is still occurring. Please try to fix this bug asap. Thanks

This is not a bug, Relic Shield only procs with melee champions, Thresh's auto attacks count as ranged. That's why an item like Ravenous Hydra won't work with him, but Runnan's Hurricane will. The only difference from any other ranged champ is that his aa's don't count as projectiles. That's why he can still attack through Yasuo's wind wall.

Yasuo's windwall won't block Vel'koz's autoattacks either. Pretty sure the same thing applies for Azir and Viktor.
Edit: I was wrong about Viktor. His basic attack has a projectile, but I don't think his Q-AA does.

Correct. Instant-striking shots like Velkoz's Auto, W, and Ultimate, cannot be blocked by the wall, because, rather than PROGRESSIVELY showing up on the map, it's a instantly caused attack. His laser doesn't progressively lengthen, it's a fixed length that can't be cut in half.
Basically TL;DR
If the attack doesn't have 'travel time' like Velkoz's ultimate, it can't be blocked by Wind wall. But Velkoz's Q has a travel time, so it IS blocked by wind wall. Braum can't block Velkoz's ult, either.

Projectile doesn't always mean ranged.
Threshs auto attack is a 'ranged' with NO projectile. It's basically melee with a long-range, but it's not considered 'melee' since that means 'face to face' or 'close proximity' attacking. His auto-attacks will go through wind-wall because it's a NON-projectile auto-attack. He doesn't throw his hook/scythe/blade and magically summon another one, his scythe is always with him and never removed.
So yeah. Thresh uses relic shield by using his Flay passive to just normally last-hit minions low enough to kill them, rewarding the gold value.
