[Gameplay] No Hotkeys during matches

Randomly upon entering any match type with any champion, I am no longer able to use any of my hotkeys, but can use any key in the chat and still use taunts, jokes, etc. The only way I have found to fix this is to restart league and even then it may take multiple tries. the fact that this has been happening to random people for a while now makes it hard to avoid. Please Riot fix this to avoid unnecessary losses and unneeded stress in games that doesnt result from unskilled players even at lvl 30.
