I get that with the new changes he can proc TLD in one auto with his E posion over time, but is it normal for him to proc it as soon as his auto lands?

I feel like unavoidable DoT effects like Teemo's poison shouldn't apply more than one stack of anything. Morgana soil is fine because you can just walk out of it, but with Teemo and Cass, it's so hard because 1 ability and you auto lose any trade unless you go all-in. The fact that it procs TDL is the reason most of those champs are lane bullies to begin with.
