Fizz ult not popping Banshee's Veil

To replicate I picked Fizz on one side and Rammus on the other. Have Rammus buy the Banshee's Veil item. Have Fizz Ult the ground. Have Rammus pick up the fish. Rammus will become displaced and take damage like normal, and Banshee's Veil bubble will remain active.
