Fake Ping

Hello , I have got new broadband, 40mbps . from that moment I have terrible problems in the game. Theoretically, my speedtest ping is 9ms. I do not have any lag in the game, but my ping is 500-5000ms. In addition, for one game about 10 times my character will stand still and can not move. It looks like it receives packages from rito, but I do not send any data to them. I will add that when I use VPN everything is normal, only ping higher and it prevents normal playing. The firewall is off, I do not have anti-virus, does anyone know how to help?

@edit. Without vpn my runes or summoner skill doesnt want to save . I dont have that problem on my eune account (excluding that I cant open chests etc etc ) Do anyone has same problem?
