Ability keys don't register during gameplay

I don't know anyone personally that has had this issue, and any search through Google brings up people with the same issue but nearly zero answers to the problem.

First off, when I start a game of any mode, my ability keys won't work. This includes the recall button and number keys, but my space key, tab key, and enter key works. Once I press enter for chat it will let me use my QWER keys with no issue at all. I have made completely sure that I am not accidentally in chat. Not only am I 100%, but trying to spam my ability keys will sometimes get one to register.

The only fix I have found for this is just to leave game and reconnect. Today it didn't work, and being as I can only use my mouse to use abilities, made it a very frustrating game. I have found no resolution to this issue and never have had it this bad before.
