[GAMEPLAY] CS Bug, minion counter bug

My cs count randomly changes at times, I'm not sure if it's with all champs or only gangplank because i only noticed it whilst playing gangplank. I think it has something to do with killing jungle camps. It lowers when i do jungle camps and suddenly goes back to normal when i kill normal minions.
