Setting 2nd path always changes top rune!?

When I edit my secondary path for runes, no matter which tier rune I click to change, it ALWAYS removes the one on top, shifts the other one up, and puts the new one on the bottom. Sometimes I'm trying to change the BOTTOM rune, but it ALWAYS replaces the TOP! PLEASE FIX THIS, it has fucked me up SO MANY TIMES.

This has been known for months, nothing new.
