[RANDOM FPS DROPS] that i never experienced before , right after patch 9.13

i usually have 120+ fps , but ever since the last patch was applied (9.13) i seem to get these fps drops and i get fps like 30-40 fps tops , like out of nowhere. i am there in a team fight and all is good , until suddenly BAAAM fps down to 30, and not necessarily in a team fight BTW !! i tried everything. full repairs , fresh installation, oh and my driver's are all up to date. nothing seems to fix this fps drop issue , so please look into that because i have practically stopped playing the game because of those drops.
