i try to make a pbe account and it doesn't work

today i want to make a pbe account but when i finish putting in the information in the league website it ask me to reload the page which i done many times and doesn't want to work for me i checked the pbe status and it seems to be fine am i doing something wrong or do i need something cause im level 40 and have honor level 3

If I recall correctly, you have to not been banned or reported/punished (I think) and it's if they're letting people sign up or not. A lot of times the sign up isn't working or they aren't looking for any new sign ups because A LOT of people tries/tried even though it's there. Most of the time the sign ups are closed but the sign up page is still accessible.
