Silver Summoner Icon

Not too long ago I got silver 3. I didn't expect anything like an icon or the silver box around your champ on the loading screen (not sure what it's called). Not too long ago one of my friends played ranked and scored silver as well and received a silver summoner icon. I'd just like to know the reason why he got it and I didn't, and if I should have gotten it where can I report it?

If you have had any bans on your account you won't get season end rewards. This is something new that Riot put into the game this season.
