[Gameplay] Kaiser on hit effects

After 5.16 Morde seems to very inconsistently apply on hit effects and having Mace of Spades active seems to make the on hit effects even more inconsistent. In addition, this might be intentional as with Yi's doublestrike, Mace of Spades flat out refuses to do anything with devourer. With Mace of Spades active, devourer won't even amplify regular on hit effects like it's own 60 magic damage or Titanic Hydra's cleave.
