Cant Use Abilities Randomly in Patch 6.7 [GAMEPLAY]

Basically ever since this patch ive been almost every 5 games having this problem when I start a match i try to use a ability or back and sometimes i cant use anything. So I moslty have to either leave the match or completely close league and re open it to fix it. Basically the video sums up what is happening to me.

Steps to recreate:

Open league
Go play ranked or norms on SR
Go throught pick/ban phase
load in and try to use a ability or back and see if you can

yeah im getting this too sometimes when i try to back. ill hit b and nothing will happen, i have to hit it a few times before it actually works. I was thinking it was just my computer, but maybe not. no that i think about it, my b button works just fine out of game...

I've gotten this bug multiple times, but the catch for me is that it has only ever been while playing Katarina. If I remember correctly though, her W and E worked, but Q, R and B wouldn't do anything.

Various things I have tried: resetting hotkeys and shortcuts to default and putting back on quickcast, restarting the game (which worked -most- of the time for me)

That has been happening to me over several patches. At random points in the game, I just can't use an ability anymore unless I dc and then come back. It will just say: "You have not learned that skill yet!"
