Can't sign its because sign in screen don't pop up

I try signing in to my account but when i press launch the "sign in" screen never pops up for the North America server in my computer. I can't play because that always happens. I delete League of Legends and re download it again but it still wont pop up.

I've same problem here. Double click LoL, launcher appear and finish patching... After that I clicked launch but the game won't start
