Urgot w/ Relic Shield?

So I was playing a ranked game against a Urgot support and I noticed he had a relic shield. This shouldn't work as he is a ranged champion however he was able to proc the relic shield with his abilities multiple times throughout the game. This lead to an incredibly hard laning phase but mainly I think this is a bug that shouldn't be in the game. If I'm crazy please let me know rito. I know multiple melee champions can proc relic shield with ranged abilities but I've never seen a permanently ranged champion with the ability to do so.

Only the execute is melee only. Ranged champions are capable of consuming relic shield charges by last hitting normally.

All champions can use relic shield to give a nearby ally the gold and health. The execute damage is restricted to melee auto-attacks only, but any method of killing a minion can use up a charge.
