Rune page not able to change in ranked queue

I was in champion select for a ranked solo duo game with Nasus when i couldn't edit my rune page. Got a 30 min ban For dodging the game. The game said i wasn't lv 8 when I am already above level 80. Note i did Dodge a previous game the day before. Have a photo to prove it. Can someone please help? Is there something i can do about it?
