Bug with Tahm Kench's Devour.

I think there is a bug With Tahm Kench W Devour. This was Very hindering as it would happen quite often. Sometimes as I would devour a minion to poke my laner, Tahm Kench would be unable to regurgitate it as the ability would go on cooldown leaving me unable to recast. I would have to awkwardly position myself so that when Tahm would regurgitate it on his own it would be in the right direction. This would happen about 40% of the time. It Would be great if someone were to look into this. Thank you.
