Gameplay Twisted Fate W Tooltip

I noticed when I went to look Twisted Fate's W that the slow was listed as -4000% for 0 seconds on his red card.

Steps to reproduce: Load into a game look at Twisted Fate's W Tooltip and it says -3000% for 0 seconds does not seem to be skin related as I tested with Underworld and default I tested it twice with the same result each time.
