Flickering colored bars and circles/white flickering during game play

I have been having this issue for over two years now, have not found a fix to them yet. I have a AMD 7950 gpu, seems there has been problems in the past over the 7xxx series cards from amd. exact screen shot of what I have , tho it is old it is the same.

(edit) If you had this problem please let me know how you fixed it, if you did or by chance it disappeared. I have asked others about it, mainly I got the "gpu going out" answer back, if this was an old card I'd consider it but it is about 2 years old, I don't push my card with crazy overclock profiles at all and never has it came near the dangers of overheating.(well within tolerable levels)
