This is a real bug, it has happened to me twice now and is super fucking frustrating since most of my burst comes from the ult and is the only time i expose myself deep into a fight. The second time it happened (this morning) I got to a safe place and exitted my client COMPLETELY and re-opened and I was able to use 'r' again.
