[GAMEPLAY] Runic Armor mastery does not work with Mordekaiser

Runic Armor mastery doesn't work on Mordekaiser, despite the mastery claiming "bonus to all shields and healing on you"

Steps to reproduce.

1. Put at least 11 points to Resolve tree on masteries taking Veteran's Scars
2. Tank a tower shot and E the wraiths
3. Note the amount of shield generated
4. Go to game with Runic Armor
5. Tank a tower shot and E the wraiths
6. The amount of shield generated will be exactly the same as previously

Expected result: The amount of shield generated is 8% more with Runic Armor Reproduction rate: 100%, 3/3
