Runic Armor mastery doesn't work on Mordekaiser, despite the mastery claiming "bonus to all shields and healing on you"

Steps to reproduce.

Put at least 11 points to Resolve tree on masteries taking Veteran's Scars
Tank a tower shot and E the wraiths
Note the amount of shield generated
Go to game with Runic Armor
Tank a tower shot and E the wraiths
The amount of shield generated will be exactly the same as previously

Expected result: The amount of shield generated is 8% more with Runic Armor Reproduction rate: 100%, 3/3

Can't seem to find the 2nd one in the 755 comment thread. But they did say he and malphite were outliers to the Mastery and would be fixed 5.23 or 5.24

The defense mastery Bond of Stone isn't as good as I thought either. Its for the closest ally so in a team fight unless you are the closets to your adc It won't even work for them. Which they are the main reason to have it. It can possibly Stack up to 2 but only for the ones that have it equipped.
