Shyvana Q Bug: does not apply additional stack on Guinsoo's Rageblade

I tried using rageblade on shyvana because the devourer was removed from the game, so when I try use shyvana's Q which says "Shyvana strikes twice on her next attack" which does apply hit effects 2 times just like devourer did, for example: applies titanic hydra effect 2 times, gives you 4 stacks on fervor because shyvana is a melee champion, applies both E and W bonus dmg.. and so on.. so when I tried using Q while having Rageblade on my items, it simply only adds one stack instead of 2.

I believe this is because stacking Guinsoo's Rageblade is considered an "on-attack" effect, not an on-hit effect. On-attack effects will only apply on actual basic attacks, and even if you use an ability that triggers on-hit effects twice, it still only counts as one basic attack for on-attack effects.
