Can you finally fix the Cleanse/Exhaust bug?

Okay, so, where to start. Its already been like 5 months since that bug happened on my main account, and its tilting. I actually am unable to play customs with streamers I like, nor the tournaments, cause whenever I try to change it in custom games, it just wont change. On the top of that, I had to create the new account, exp it, grind the champs, and yesterday that bug appeared even on that new account. Ive been trying to search the fix for more than 4 months already, and Im desperate. I give it up. I couldnt find a solution. I tried everything, HRT, complete reinstall... I simply tried everything. I dont want to create another account, so please, if anyone of you know how to fix this, would you be so kind?
