twisted fate's red card and statikk shiv are bugged. (GAMEPLAY)

when playing adc as twisted fate a very common item to get is the statikk shiv . however if you try to minion clear using his red card the statikk shiv wont activate and whats more it still consumes the stacks on statikk shiv .
