[Gameplay] Riven E' disabled gameplay bug

After around level 6 or so while playing riven and having a single skill point in her E it becomes disabled after death when going back to lane. I'm not quite sure how it happens or how to reproduce it I do know it has happened to me twice while playing her since patch 6.9. And if you know how riven works you should know how important her E is in any situation.

I had the same type of bug, all of my friends thought I was lying when it happened . So I told them to try her out . It happens to me once every 5 games . Normally for me, I just press Q twice and then it's fixed . I almost lost a team fight because of me tp'ing and not being able to press E R . I've been trying to get Lv 7 Mastery with Riven and if this bug could be fixed, it would be nice .
